New Jersey has over 560 municipalities within its borders. Think of each Municipality as a super tiny fiefdom within the State of New Jersey. In addition to State laws, Municipalities are allowed to have their own rules and regulations.
For example, southern beach municipalities regulate how tourists must "behave" while at the beach during the summer. Other municipalities regulate how certain trees must be groomed within their city limits. Still, other municipalities prohibit the sale of alcoholic beverages within their town limits. These limits on the sale of alcohol are leftovers of the Volstead Act and Prohibition. Yet, they are still on the books and still enforceable.
